In the article it was revealed and substantiated, according to the author, the most significant (conceptual) direction of more efficient use of fixed assets of construction and increase its production potential by improving the process of reproduction of fixed assets, increase of investment activity of their updates, improvement of technical condition, repair system, the structure of assets, determining their normative needs, the development of economic incentives.

The modern global economy is characterized by an increase in the degree of instability of the parameters of the environment, and is subject to cyclical fluctuations of various kinds. It is no coincidence target aspirations business organizations are increasingly focused on the long-term sustainability and not only to maximize profits. Production plant in the conditions of the general economic downturn should be as agile and dynamic, and its activities must be in tight correlation with the market requirements, with the processes occurring in the market environment. In this regard, the need to develop approaches to improve the efficiency of the enterprise in an unstable economy, taking into account the dynamics of not only internal but also external environment determines the importance and relevance of the article. It provides an analysis of the company reserves the construction industry, as well as theoretically justified a comprehensive program of measures aimed at improving the efficiency of financial and economic activity of the enterprise in an unstable economy.

The article presents the theory and practice of tariffs of housing and communal services in Russia. Considered the Russian experience of management fees and carried out a retrospective analysis of the cost of basic tariffs for gas, heat and electricity. Determined that over the past 15 years, the rates have increased several, sometimes even dozens of times, and that the state allocates significant funds to subsidize housing and communal services.
