The article considers the assessment of current state of fixed assets in construction, their production potential, the reasons which hold back the development are identified. The number of proposals to increase production and technical level of construction companies is justified.

It has been analyzed of the reasons and foundations of Russian crises of 1998 and 2014 in the article. It has been shown, that the mechanism of these crises was similar, and it wasn’t because of the any agents’ deals, but because of non-effective economic policy. It has been developed an algorithm which could described the reasons of crises’ iterations. The result was constant repetition of the algorithm. Negative consequences of that algorithm are compounded by non-effective investments of foreign exchange earnings from oil sales by the sovereign funds. All of these decreased the potential of Russian economic.

The article presents the definition of the activities of the technical regulation as the legal relations between the subjects of the market in order to prevent the entry to market of substandard, potentially dangerous, adulterated and counterfeit products, as well as the prevention of actions of misleading purchasers, by establishing mandatory and voluntary requirements for products and conformity assessment activities, and how to select them. Additionally, the article reveals some features of technical regulation in the construction field.

One of the most urgent issues facing our country at present is the problem of dilapidated housing. According to experts in future the problem of dilapidated housing will become even more acute. The author examines the statistical data on the state of housing in Russia and Volgograd. The article presents an evaluation of a technical state, and determines a degree of physical deterioration of the housing stock in the Central District in Volgograd. A targeted program of rehousing people from dilapidated housing is described.

The regulation of processes in housing of management functions. The causes of inability to regulate the quality of operation of apartment buildings exclusively by self-regulatory organizations and managers of the companies within them. Established a causal relationship between the value of the nonpayment of the population for services in the housing and the degree of monopolization processes. Set the inability to solve problems in the housing only through licensing management companies. Based on the analysis of the functioning of the Executive, Supervisory and other public authorities in the housing industry of the Irkutsk region defined. The elements of the mechanism of public-public regulation of the housing through the development of the unitary management companies with the aim of increasing competition in the market, as well as by implementing the principles of public regulation of the process of changing the management company.

The article defines the concept of innovative project management; it is identified with the lifecycle management innovation. It was given two points of view from which the possible consideration of management of innovative projects.
