This article is devoted to the analysis of state-society approach to improving the provision of services in the sphere of housing by uniting the efforts of the executive, public organizations and population. It was identified state and public organizations responsible for the quality control of services in the sphere of housing and communal services. Previously it was defined the concept of the self-regulatory system is improved to the concept of state and public regulation. The experience of the federal projects the Upravdom and School literate consumers in the Irkutsk region was given. It was scientific substantiated the necessity of the creation of the regional Public Council in the sphere of housing and communal services, aimed at the regulation of all processes in this field and improving the quality of public services. It was given some information on the implementation of state plans for the development of professional standards of the workers of communal services and the regulatory framework for the certification of professional qualifications of employees of public utilities.
