The Economics of Construction magazine was founded in January 1959 as a press organ of the Gosstroy of the USSR. The journal is a periodical scientific and production-economic publication. The journal is intended for executives, scientific, engineering and technical employees of ministries and departments, construction and installation, design and research organizations, construction industry enterprises, teachers, graduate students and students. The journal covers a wide range of scientific and practical problems of economics and management of the building complex, housing and communal services, investment and innovation activities of business entities.

Submitted articles undergo additional review (peer review) in the editorial office, are selected by competition in connection with the plans for publishing the journal. At the request of the author, a review (peer review) is provided by e-mail.
All materials published in the journal are subject to internal and external peer review.
RULES FOR PUBLISHING SCIENTIFIC ARTICLES
1. The author, by sending his publications to the editorial office of the journal "Construction Economics" (hereinafter - the Edition), gives the Edition the right to use his works (materials), selected by the editors, in the following ways:
- reproduce materials;
- distribute materials;
- bring materials to the public, including via the Internet;
- import instances of materials.
These rights are granted by the author to the Publication throughout the world from the moment the material is posted on the site and until the expiration of the exclusive right to materials in accordance with the legislation of the Russian Federation.
2. Scientific articles that have received a positive peer review are published, as a rule, no later than six months from the moment the manuscript is received by the editors.
3. Postgraduate (adjunct) students are not charged for the publication of manuscripts.
4. Placement of advertising materials in manuscripts without the consent of the editors is not allowed.
RULES FOR SUBMISSION OF MANUSCRIPTS BY AUTHORS
1. For publication in the journal "Construction Economics" (hereinafter referred to as the Journal), scientific articles and reviews are accepted that correspond to the topics of the journal.
2. Manuscripts of publications in the Edition and the materials attached to them are submitted by the authors by e-mail to the address izdatgasis@yandex.ru
3. The manuscript is submitted in Russian in one of the following formats rtf, doc, docx. one file. Design options: sheet size A4, all margins 20 mm, page orientation - portrait, font - Times New Roman; font size - 14 pt; line spacing - one and a half; hyphenation - automatic; text alignment - in width; the indent of the first line of the paragraph is 1.25 cm.
It is not recommended to use kerning (sparse or condensed font), subscript and superscript characters should not be used outside of formulas. Annotation to the article should contain 100-200 words.
Surnames (except for the first letter and initials of the authors) are in capital letters, located to the right and above the title of the work and aligned to the right. The scientific titles and academic degrees of the authors are written in capital letters and are located in the line below.
In accordance with the requirements of the Higher Attestation Commission of the Ministry of Education and Science of Russia, it is necessary to indicate the position and place of work, as well as the e-mail address or other form of communication with the author, which will be posted on the site. If the article has several authors, the listed information is indicated for each of them.
The title of the article (except for the first letter) is in capital letters.
The information specified in clause 3 is carried out in Russian and English.
The bibliographic lists of the article are also translated into English.
Requirements for graphic objects in the article:
1. All graphic objects (diagrams, graphs, charts, drawings, etc.) must be embedded in the text of the article as a picture with a resolution of 300 dpi in Grayscale format.
2. Tables must be typed in the "Table" format.
3. When typing formulas, the maximum length of the formula should be no more than 8 cm.
It is not recommended to use complex table design: various framing, merging and splitting cells, etc.
If it is necessary to use them, the table is recommended to be drawn up in the form of a figure.
Signatures of illustrations, headings of tables, formulas, footnotes, references to literature are drawn up in text form in accordance with GOST.
4. The article must end with a bibliographic list (list of sources used), which indicates only the bibliographic references that appear in the manuscript. The list is drawn up in accordance with “GOST R 7.0.5-2008. National standard of the Russian Federation. System of standards on information, librarianship and publishing. Bibliographic link. General requirements and rules for drafting.
5. As a rule, the volume of the article should be at least 0.3 p.l. (12-14 thousand characters) and no more than 1.0 p.l. (40 thousand characters).
6. Manuscripts sent to the editorial office must undergo proofreading, editing, as well as mandatory internal and external review.
7. The editors of the Publication reserves the right to refuse to consider a manuscript that does not meet the above requirements, while it does not return the manuscript, but notifies the author of the reasons for the refusal (orally or by e-mail).
PROCEDURE FOR REVIEWING MANUSCRIPTS submitted to the editors of the journal "Construction Economics"
1. The editorial board reviews all materials received by the editorial office for the purpose of their expert evaluation. All reviewers are recognized experts in the subject of the peer-reviewed materials and have publications on the subject of the peer-reviewed article over the past 3 years. Reviews are stored in the editorial office of the journal for 5 years.
2. The author of the article submits an extract from the decision of the department (scientific department) where the work was carried out, containing the recommendation of the article for publication in the journal. The extract is signed by the head of the department (head of the scientific unit) or his deputy, the signature is certified by the relevant personnel structure.
3. The author of the article submits a formalized and certified review by a doctor of science specialist, containing a recommendation for the article to be published in the journal.
4. The article submitted by the author is reviewed by an expert of the editorial board of the journal (doctor, candidate of sciences) in the form of an expert questionnaire approved by the editorial board. The examination is closed, a review in the form of an expert questionnaire is provided to the author of the article upon his written request, as well as upon a corresponding request to the Higher Attestation Commission and the Ministry of Education and Science, without a signature and indicating the name, position, place of work of the reviewer.
5. The final decision on the acceptance of the author's article and its placement in one of the journal issues is made at a meeting of the journal's editorial board, which is recorded in the minutes.
6. The editorial board informs the author of the decision on his request. The editorial board sends a reasoned refusal to the author of an article not accepted for publication at his request.
REGULATION ON PUBLISHING ETHICS
Editorial Responsibility
The activities of the editorial board of the journal are based on ethical standards and recommendations published on the website https://publicationethics.org/ (Committee on Publishing Ethics), according to which:
- on the basis of a unified approach to examinations, the editorial board of the journal bears full responsibility for the content and quality of the published material;
- the decision to accept articles for publication is based on: the originality of the text, the scientific relevance and novelty of the material, the reliability of statistical data and the results of research, the compliance of the article with the profile of the journal and on the basis of objective arguments;
- the editors are fully responsible and empowered to reject or accept articles for publication and should not have a conflict of interest with materials that are rejected or accepted for publication;
- the editors must be convinced that the research materials published in the journal comply with internationally recognized ethical standards;
- the editorial board constantly monitors the observance by the journal's staff, reviewers and authors of the norms of publishing ethics, criteria for selecting articles;
- ensures the confidentiality of materials submitted to the editorial office until they are accepted for publication;
- the editors are constantly working to improve the activities of the journal;
- the editorial office strives to meet the needs of readers and authors as much as possible, to protect freedom of speech, to promptly respond to complaints;
- the editors encourage discussions on topical issues of science among authors;
- the editors are ready to publish corrections to the texts and explanations to them, as well as rebuttals and apologies, if necessary;
- the editorial board ensures the anonymity of reviewers and the independence of the quality of the publication from commercial interests, strives to ensure that advertising, reprinting or other commercial interests do not influence the decisions of the editorial board;
- The editors are constantly collaborating with other publishers and industry associations on various issues, including ethical issues, tracking errors and publishing retractions;
- the editors have constantly updated instructions for authors on various issues related to the conditions and rules for publishing the results of their research in the journal.
Responsibility of reviewers:
- participate in the formation of editorial policy;
- follow an editorial policy that ensures maximum transparency and full accountability to the author;
- make fair and impartial decisions independent of commercial interests and organize an objective review process;
- comply with the deadlines for reviewing articles and the confidentiality of assessments;
- ensure the confidentiality of reviews on articles;
- reviewers are responsible for everything that is published in the journal;
- reviewers formulate a review objectively and impartially, if necessary, confirming their opinion with a reference to the source;
- if the reviewer reveals incorrect, erroneous provisions or distorted data, he informs the author about this so that he eliminates the identified violations and informs the editorial office of the journal in the prescribed manner;
- reviewers protect the rights of third parties from unauthorized use of materials;
- reviewers protect the integrity of publications, making corrections if necessary, and issue reasonable refusals to those whose manuscripts do not comply with research or publishing ethics;
- reviewers regulate editorial conflicts of interest, monitor and suppress the situation of conflict of interest;
- reviewers ensure that authors are aware of the requirements for research submitted for publication;
- reviewers monitor and prevent potential conflicts of interest;
- reviewers are in constant contact with the authors on the relevance of published materials, the reliability and originality of the data presented;
- Reviewers should highlight relevant published statements that have not yet been cited.
Authors' responsibility:
- Submit original works to the editors, avoiding unscrupulous citations, false data and parallel publications in other publications;
- adhere to generally accepted standards of scientific reporting;
- provide access to the data they receive and confirm the sources of their data;
- the author can use financial support when publishing his research
- a statement that all data in the article is real and authentic;
- not create situations of conflict of interest and, if necessary, correct errors and inaccuracies in published works;
- authors must comply with the general requirements set by the editors for the design of publications, for their compliance with international publishing standards;
- in case of detection of incorrect, erroneous provisions or distorted data in the publication, the author must promptly eliminate these violations and notify the editorial office in the prescribed manner;
- authors have the right to appeal the editorial decisionand in case of refusal to publish the submitted material.
We draw the attention of the authors to the fact that by submitting their article to the journal, they thereby consent to its publication by publishing it in this journal and provide the Publisher, free of charge, for a period of 5 years from the date of publication of the article, an exclusive license to use it (reproducing the Article or its separate part in any material form, including on paper and electronic media in the form of a separate work, as part of the Journal and / or in the databases of the Publisher and / or other persons, at the discretion of the Publisher; distribution of the Article or its separate part on any medium in the form of a separate work, as part of the Journal and / or in the databases of the Publisher or other persons, at the discretion of the Publisher and / or the Founder of the Journal; bringing the Article or its separate part to the public with the ability for any person to access the Article from anywhere and in any time of your choice (including via the Internet); public display of copies of the Article or its separate part; tka, including the translation of the Article (including into English), and the use of the revised (translated) Article in the above ways; sublicensing (granting the rights to use the Article and its individual parts obtained under this Agreement to third parties)).
