The article aims to identify problems of modern major project management of capital construction. Some problems that arise at the stage of the investment plan of construction, lead to a delay in the timing, and exceed the cost of construction indicated. Particular attention paid to the inconsistencies in the documents of territorial planning at various levels, which designated by the Town Planning Code. The authors propose solutions to the problem.

Algorithm of reproduction cycle of construction machinery

The article is devoted to the inquiry for optimal parameters of processes of the construction machinery reproduction. The cyclical nature of the renewal of the machinery and mechanisms utilized in the production of construction and installation works, the traditions of business turnover and the existing amortization rules do not allow to support the requirements of the construction industry reforming. This requires linking the processes of technological innovations implementation with the programs of reproduction of the fixed assets at the sectorial and regional levels. The scale of reproduction is dictated by the needs in technical equipage of investment and construction activities. In the process of the reproduction cycle a number of tasks were resolved which the author synthesized into a complex algorithm of reproduction of the construction machinery. Its implementation was focused by the author on the optimization of reproduction cycle costs, as well on the economic assessment of the plans of technological development of construction industry and its subjects.

The article analyzes the state of housing stock in the Russian Federation on indicators such as the level of construction activity, housing costs, the level of housing provision, its age, and others.The analysis revealed the paradoxical situation in Russia: in order to improve the housing stock it is necessary to build and increase the pace of construction, but  there are few people, who can buy this housing.The root of the problem lies in the low solvency of the main part of the population. Today, 30% of the population is in need of better housing conditions, but they could not afford to buy an apartment because of their low income. To exit from this situation, the authors suggest creating State savings Fund (SSF), in which both employers and employees of enterprises would deduct from 10 to 20% of the salary fund.Money of SSF should be placed on the personal accounts of citizens in banks under %. To become the member of such state program should be only Russian citizens with low incomes, for example, their wages should be in the range of 23 to 35 thousand. Rub. per month.Moreover, it can be created to replace overhaul repair Fund.
