Authors have focused on finding the underlying cause, retarding the development of the construction. Her identification required to systematize the problems of development, identify and analyze the measures taken. Low efficiency of the latter is connected with the need to ensure transparency of information and implementation of geoinformation modeling of investment and construction activities. Contrary to popular belief about the need for information modeling at the design stage, the authors suggest the use of its tools in all phases of the project life cycle. Distribution of geoinformation approach will require the development and implementation of the concept of economic evaluation of the cost-effectiveness for the users and representatives of the business environment.

The relevance of the development of green building, representing the most innovative segment of the construction of the complex, there is no doubt. The article set out the ratio of expected yield and risk level, which allows manager of commercial real estate to select a viable option for building reconstruction (repair). The authors obtained the dependence of overall rate of return on the capital invested to a real estate property and capital expenditures on reconstruction (repair). There were used methods of correlation and regression analysis.

The article analyzes the Russian and foreign experience in the field of mortgage lending. Foreign experience of the EU countries and the USA showed that in those countries, where people prefer to have their house in property, the mortgage lending is well developed (Germany, Spain, CE countries and the United States). As for Russia, then, according to the authors, people prefer to have an apartments in property (85% of the housing stock), but the mortgage lending is available only to 13.9% of the population. Therefore, the authors suggest, along with mortgage lending, use the new market-based mechanisms to buy an apartment in the property. The authors believe that it is necessary in Russia to realize the savings and credit programs with government support. The implementation of which will decrease the overpayments in 4-times and increase the affordability of housing in the ownership of citizens in Russia.

The author's interpretation of a concept of social and economic space of agglomeration is this, its properties are considered.
