The article analyzes the investment opportunities of construction companies, examines the main sources of investment, analyzes the patterns and trends in their formation over the past 15 years.The article gives an assessment of the investment potential of construction organizations, especially in terms of reproduction and renewal of fixed assets, the reasons for its decline in recent years, their analysis and its impact on the industrial and technical condition of the industry and its economy are shown. So it is established that the amount of construction equipment in the industry for the specified period decreased by 2-3 times, the share of machines with expired service life increased by%, and the general depreciation of fixed assets amounted to more than 50%. Considered the possibility of increasing the investment potential of construction companies, a number of proposals have been substantiated both to increase their investment activity and to improve the use of available investment resources. At the same time, as the most significant directions in the article, methods and ways of increasing the role of depreciation in the investment process of reproduction of fixed capital are proposed, both by expanding the practice of its accelerated calculation, introducing a more advanced accrual method by the logical curve, using depreciation for the intended purpose, and safety against inflation. An important internal reserve source of investment in the development of the industry, as studies show, is also a more active involvement in the economic circulation of the objects of unfinished construction according to the proposed article program. As other additional sources of investment, the need and ways of further development of leasing activity in the industry, improving the use of existing means of labor, improving the system, conditions and volumes of lending to the most important investment projects of the real economy with lower interest rates for loans, providing construction companies with benefits to increase their profits, expanding the practice of raising funds from the population, as well as private investments in individual and legal entities in the sphere of development of the material-technical base of the construction with the full guarantee of their safety and more.

On the development of methodology and methods for the analysis and evaluation of the economic efficiency of capital-forming investment-building projects

The article critically examines the methodology and methods for evaluating the economic efficiency of investments, adopted in the official methodical document named "Methodological recommendations for assessing the economic efficiency of investment projects (second edition)" and outlines specific authorial proposals in terms of the categories, efficiency indices and methods of their determination and calculation used. The use of the following categories is proposed: full economic efficiency, components of full efficiency, comparative economic efficiency. It is also proposed: in exchange for the prescribed index of net present value to calculate on its basis and use in the evaluating the economic efficiency of investment-building projects the absolute increase of production capital; instead of the internal rate of return on investment to calculate the coefficient of their efficiency, and the payback period of investments (the time of doubling production capital) – as reciprocal to the indicated coefficient of economic efficiency.

The article attempts to give a systematic analysis of the current state and prospects of development, the causes of unsatisfactory progress in the reform of the largest sector of non-productive sphere. The article reveals the fundamental difference between residential and community services. The state of the housing sector despite repeated attempts to conduct large-scale changes gave very poor results. More than 40% of the housing does not meet the requirements of improvement, and 60% of the population is dissatisfied with their living conditions. The article discusses an integrated approach to solving housing problems. It is shown that housing is a critical part of the whole urban economy. Exactly its condition has a decisive influence on people's satisfaction on the quality of the accommodation. Status and trends of development of housing should determine the direction of public utilities.

In article theoretical and practical aspects of process of strategic management of innovative development of municipalities are considered. The purpose of the offered research consists in studying of modern approaches to strategic management of innovative development of municipalities. Strategically focused approach to management of innovative development of municipalities acts as an object of research. Theories of innovative development, the theory of strategic management, the concept of domestic and foreign scientists in the sphere of innovative development of social and economic systems are the basis for methodology of a research. In the offered research the intrinsic and substantial characteristic of the strategy of development for social and economic systems is systematized, the author's interpretation of the concept "strategy of innovative development of the municipality" as which it is offered to understand set of actions, the realized purposes of formation of progressive changes in an innovative component of the social and economic sphere of the municipality in a long-term outlook is presented. The author's view of an algorithm of formation and realization of strategy of innovative development of the municipality which it is possible to present in the form sets of the consecutive interconnected stages of realization of the functions of strategic management (strategy planning, the organization and coordination of realization of strategy, motivation on achievement of results, strategy control over the implementation) embodied in concrete results of administrative activity is presented. In a research the selective analysis of contents of documents of strategic planning of the regional centers of Siberian Federal District regarding existence of strategy of innovative development, or completeness of reflection of her separate elements has been carried out. In work the conclusion is drawn that formation of effective system of strategic management of innovative development acts as the integral condition of emergence of progressive changes in an innovative component of the social and economic sphere of the municipality. Absence at the municipal level of full strategy of innovative development can cause not only contradictions in the course of innovative development of the municipality, but also decrease in efficiency of functioning of innovative system at the level of the region. The practical importance of results of the offered research consists that his results can be used by local governments when developing strategy of innovative development of the municipality, and also the research teams studying various aspects of the specified scientific problem.

Evaluation of partners as a tool for joint implementation of investment projects

The article presents an algorithm for evaluating partners, on the basis of which it is possible to make a choice of partners included in a group of organizations for participation in contract auctions and further for joint implementation of a new investment project. A distinctive feature of the proposed evaluation of partners is that the choice of participants in the investment project can be done using two types of criteria: one to assess the applicant's ability to implement an investment project, as is commonly used in construction; another to identify the ability to develop partnerships, as it is used in industrial markets. The proposed algorithm for evaluation of partners is practical for managing relationships, because its application will allow to make a decision on the development or termination of relations with each of the partners and on the inclusion of new partners in the portfolio of relationships. In addition, it is recommended to apply the proposed criteria for evaluating partners in addition to the indicators used in contract construction in construction.

The subject of the study is the development of low-rise housing construction. The goal is to develop new approaches to the intensification of low-rise construction, taking into account the temporary features of low-rise construction. The research uses scenario analysis methods, which provide a forecast for the development of low-rise construction, as well as assesses the level of provision of the population with low-rise housing and provides a forecast of its development, as well as economic and statistical methods, in terms of data processing, quantitative dependencies and the development of low-rise construction in Russia. Interpretation of the results is done in the form of drawings and formulas. The obtained research results served as a foundation for lowering the cost of construction and ensuring the availability of low-rise housing for certain categories of citizens in the mainstream of public-private partnership projects. The results of the research can be used in the implementation of regional strategic sectoral planning. The scientific and practical importance is developed in two directions: scientific results are the necessary basis for the study "Formation of a conceptual regional model for managing the intensification of the processes of implementing public-private partnership projects in low-rise construction, taking into account the energy efficiency requirements," practical value consists in developing new approaches to intensification Low-rise construction. The article draws conclusions about the overall low efficiency of implementing investment projects of low-rise construction, as well as the need to develop new approaches to the intensification of low-rise construction. In this connection, in the article a study was conducted aimed at revealing regularities and constructing a prognosis of intensification of low-rise construction by applying methods of phase analysis and approximation. The introduction of the results obtained may lead to an increase in the effectiveness of low-rise construction due to the recognition of the identified negative trends in the development of low-rise construction and the increase in the availability and accessibility of low-rise housing for the population.
