Abstract. Abstract. In this article the author examines the current approaches to lease premises in Russia and in Moscow in particular. The solution to this problem, the author sees the possibility of building a new home. Another way to attract qualified staff - is the creation tenements for those who cannot immediately enrolling a good job, start paying mortgages, even part of them.

The state should commit itself to a certain amount each year to build housing, and transmit it to the use of the neediest citizens, and in paper presents a mechanism developed by the author for mortgages and not physical entities (companies which are interested draw to it qualified personnel for work). Need to simplify the conditions for housing, as multifamily and single family houses, to simplify the conditions for land acquisition.
