Active process of sustainable development new paradigm formation in conditions of growing contradictions and world disunion becomes a primary task for scientific community. Expert format of intensive opinions exchange becomes a widely spread form of mutually negotiated positions elaboration concentrating on economic senses and assessments. Problems of public management reform, tax system, perspectives and economic growth popular technologies, integration of Russian higher education system into different programs of civil servants or business personnel training and retraining, globalization challenges and other issues are represented in detail by governmental delegates and scientific community representatives. Budget maneuvers of increasing expenses on medicine, education and infrastructure in Russian conditions should be ensured by tax maneuver but not by enhancement of budget income base as a result of economic growth. In opposite to Gaidar forum, World Economic Forum in Davos was focused on modern development assessment. Their distinctive feature is a humanization of estimation indicators that provides the pursuit of common valuesformulation by countries with different economic and political conditions. This was manifested in the rejection of assessments of the scale of the economy outside the understanding of the quality of life achieved and the level of satisfaction with life. The formed system of assessments presents new requirements to the framework and the space of vital activity, setting new economic challenges for the economic science in construction. Among them: reveal of development targets, elaboration of investment and construction conceptual basis, creation of new communicative mechanisms models etc.

Planning was and remains to the major component of the general managerial process is industrial-economic activities the building organizations though in new conditions of managing it becomes their internal business. Thus according to full economic responsibility for results of managing and problems of the industrial development it should be business planning. In the article principles of business planning and in particular a continuity principle according to which it is defined three-level working out of business plans are considered: the organizations in whole, its sites of manufacture and the industrial service, the concluded contract contracts. The composition and structure of business-plans in coordination with system of operational and industrial scheduling of building manufacture and budgeting of industrial-economic activities are offered. Standard maintenance of working out of business plans is considered. Working out of internal passports of applied technologies of performance building and installation works, their structure is offered. This allows to have a real norms of expenses of industrial resources for day-to-day production planning of a course of performance of works on objects and planning of costs of building manufacture, the initial data for working out of the internal prices for civil and erection works.

This article covers all types of competitiveness in relation to facilities management. Management of factors of competitiveness of residential property (housing construction and renovation) at different levels will offer significant synergies, which will enable us to reach specified levels of competitiveness of the residential real estate and housing industry to ensure the goals and objectives. In this respect, the paper studied various approaches to formation of system of the characteristics and factors influencing the level of competitiveness of goods and services. Found that the key characteristics that shape the competitiveness of objects of housing construction and renovation, are the quality and price of consumption. If you expand the list of criteria that determine the level of competitiveness of housing, it is possible to build a hierarchical model of the influence factor characteristics on their competitiveness, which is given in the article. Next, to determine the mathematical dependence of the characteristics of each hierarchy level is proposed to use the principle of construction of factor systems where each characteristic factor meets a weighting factor that reflects its importance and influence on the effective indicator, characteristic. The article presents mathematical dependence of individual characteristics of each level of the hierarchy, and the overall dependence of the effective index of comprehensive competitiveness of residential real estate. This hierarchy of characteristics was obtained using the method of expert estimates and assess the significance of the influence of each on the resulting competitiveness of the housing. In the end, developed a comprehensive indicator of competitiveness of objects of housing construction and renovation, which is a function of the presented characteristics.

The article describes the features of the functioning and innovative development of enterprises of the construction complex in modern conditions. A group of factors that influences the competitiveness of construction companies is singled out, among which the quality level is marked as the most important. The main directions of reducing the negative influence of environmental factors through the formation of an innovative strategy for the development of enterprises of the construction complex are considered. Based on the analysis of scientific and educational literature, a set of key components that determine the level of innovative capacity is formulated. They include the level of labor potential, the level of financial potential, the level of production potential, the level of scientific and technical potential, the level of organizational and managerial potential, the level of innovation activity. The definitions of these indicators will allow us to determine the vector of its development, since a benchmark for the implementation of an innovative development strategy is not possible without sufficient innovative potential. A number of barriers that arise in the process of implementing the concept of innovation development on the basis of innovations in the construction product have been identified. These barriers include high price, low availability, lack of standards for new building materials, high level of risk when using them. The main directions of overcoming these barriers are considered. As the basic approaches the adaptive innovative strategy and competitive strategy is offered. Implementing an integrated approach to the formation of an innovative strategy for the development of a construction enterprise. It is impossible to ignore organizational, process and marketing innovations, which are not currently fully considered by construction companies, since attention is mainly focused on product innovation. The article presents the main directions of using organizational innovations in the process of implementing the innovation strategy. The results of the research can be used by the heads of construction organizations in the formation of an innovation strategy.

The article defines the main territorial and branch features of the activity of the construction complex enterprises in the current production conditions and their direct impact on the nature of the enterprises' activity. The article identifies and groups the factors of the external and internal environment that affect the management of innovation and investment attractiveness of enterprises. In addition, as a result of the expert survey, the most significant factors of the external and internal environment were identified from them, which significantly affect the efficiency of the organizations of the construction complex on the basis of managing their innovative and investment attractiveness in different situations. The list of necessary tasks is determined, which determine the purpose, theoretical and practical approaches to determining the innovative and investment attractiveness of enterprises and the formation of cluster systems in construction. Economic and mathematical models for the development of a number of specific enterprises of the construction complex of the Penza region and for assessing their innovative and investment attractiveness in the context of different situations and zones of their performance in dynamics over the last ten years of functioning in the housing market of the Penza region have been developed. The article presents the main options for the development and management of the attractiveness of enterprises of the construction complex on the basis of the creation of cluster systems and the obtained economic and mathematical models with reference to the areas of operation of enterprises of the construction complex of the Penza region. The rational boundaries of the use of each of the considered options for management of enterprises of the construction complex of the Penza region are determined, taking into account their innovative and investment attractiveness and operating conditions, with the definition of promising areas for their operation and development based on corresponding forecasts in all directions. In addition, approaches to identify and predict various types of risks in assessing the attractiveness of enterprises of the regional construction complex are considered. Scientific and practical conclusions and recommendations aimed at providing the necessary conditions for managing the attractiveness of organizations and obtaining economic effects from their implementation are formulated.

Evaluating the losses from freezing ; capital investments

In construction, capital investments are made for a long period, during which they can not generate income for an investor. This phenomenon is usually called the freezing ; capital investments. The problem ; accounting for losses from the freezing was highlighted in many works ; economists ; the USSR and was included in the basic manual for evaluating the efficiency ; capital investments approved in 1980. With Russia’s transition to a market economy, the problem ; accounting for losses from freezing ; capital investments was practically not raised in the scientific literature. The article examines the problem ; accounting for losses from freezing ; capital investments in terms ; the time value ; money and the discounted cash flow that underlie the modern theory and practice ; evaluating the efficiency ; investment projects in construction. The main established approaches and methods ; accounting for losses from freezing ; capital investments ; the Soviet period are analyzed and compared, their shortcomings in terms ; the discounting are revealed. The new modern approach to the study ; the problem ; freezing ; capital investments based on the discounting is introduced; two main types ; losses from freezing are distinguished and the corresponding calculation formulas are given. The proposed techniques for calculating losses from freezing ; capital investments can be used as an additional tool for evaluating the economic efficiency ; investment projects in construction.
