It has been analyzed of the reasons and foundations of Russian crises of 1998 and 2014 in the article. It has been shown, that the mechanism of these crises was similar, and it wasn’t because of the any agents’ deals, but because of non-effective economic policy. It has been developed an algorithm which could described the reasons of crises’ iterations. The result was constant repetition of the algorithm. Negative consequences of that algorithm are compounded by non-effective investments of foreign exchange earnings from oil sales by the sovereign funds. All of these decreased the potential of Russian economic.

It was characterized the principles of design planning of spatial development of urbanization.

As a rule, the main volume of risk in construction lays down on the shoulders of the contractor. In this case, the management of contract organization must take steps to determine the possibility of risks, calculation of their probability, timely taking measures and decisions for their minimization. The existing methods of decision are making by contract organization rather “general” and do not give specific recommendations. Development of programs for implementing the necessary measures for the prevention of risks and uncertainties will allow reacting in due time to surrounding changes and increases efficiency of the company.

Innovation policy is a priority in the development of modern Russia. Small businesses are points of innovation activity and adaptability. However, at the regional level the willingness of small businesses to the development, innovation, development of innovative technologies and modernization of production is far from the required level for maintenance of innovative activity in the economy. The article provides a brief retrospective analysis of innovative activities in Russia and the creation of its infrastructure, shows the results of the estimation of the index of technological readiness of the enterprises of Volgograd region, and considers the reasons, limiting their willingness to develop innovative technologies.

The article investigates the causes and growth of labor migration from the former republics of the USSR in Moscow. As one of the measures for the socialization of the mass of the Moscow actual and potential migrant workers - construction workers, offered to give them access to higher or secondary specialized vocational education, as well as training. The basis for the organization of training of foreign workers should be the capital building universities and colleges. As the experience of the organization and funding of studies of migrant workers considered system used in Qatar. Recommended measures will reduce social tension in the capital, make more civilized labor migration, contribute to overcoming the crisis and strengthen Moscow's schools building profile.

The article specified the macro factors affecting the activities and functioning of the cluster in the developing economic crisis in Europe, slowing growth in production in all sectors of the Russian economy. Factors, which influence most significantly can affect the functioning of the cluster formation: the presence of inflationary processes in the economy, the level of financial security, tax policy, the use of R & d in production, use of new technologies, flexible management structure, development strategies, the possibility of marketing research from the point of view of the consumer.
