Abstract. Authors in the article present a theoretical justification of the process to realize the potential of energy saving in housing and communal services. To determine the most effective ways realization analyzed the experience of foreign countries, in particular Japan and identified promising areas - the introduction of heat pumps. The authors of the article presents calculations of the economic effects of the implementation and payback period of heat pumps brand Mitsubishi Electric Zubadan series at three objects of the Volgograd region. Also, the authors of the article provide a list of other areas to realize the potential of energy saving in housing and communal services.

Abstract. The genesis of specialization in construction is reviewed. The consolidation of St.Petersburg’s ICC and certain types of activities, which received a shift towards the stage of "specialization", which is an objective process of development of regional ICC are examined. As a result of evolution, construction and investment components for the complex were realized in the form of specialized organizations that produced stable group of subjects - institutional education. The presence of bound internal and external factors, the natural causes of self-organization of regional action in the group of specialized business entities, institutionalization are displayed through the analysis of particular organization.

Abstract. In uniform national economic space realization of active measures of regulating influence on innovative potential of building complexes is a necessary condition of overcoming of scale spatially-economic ruptures, neutralizations risk forming the factors creating threat of destruction of resource base, infringement reproduction proportions and decrease in investment appeal of real sector of economy. The analysis of practice of activity of the Russian building enterprises allows to ascertain, that absence of necessary registration-analytical maintenance leads to that the organizations do not form financial strategy and its elements formally that prevents to be guided to the enterprises in the further development, reduces competitiveness and stability and finally can lead to a financial inconsistency and bankruptcy.

Abstract. The article raises the problem of the need for radical change of instruments that the implementation of modernization reforms in light industry. Abstract. The main hypothesis of this publication is to recognize the practical orientation of the history of the foundations of general systems theory. For such complex structured objects such as enterprises of the construction sector, it is necessary to use the basics of this subspecies of the general theory of systems, such as chaos theory (synergy). And in relation to external influences is useful to consider the theory of stakeholders (stakeholders).
